2.1 Hinds Community College Students
Students enrolled at the college, including Hinds online, dual credit and dual enrollment students, are entitled to full use of library materials. The students use their student IDs to check out materials. Since the college policy and the student handbook states that students should always have their IDs on their person, IDs are required to check out library material. When checking out materials, if a student’s record does not show up in SirsiDynix Symphony Workflows, the record can be manually created if the student can show a valid current ID.
Some Hinds CC students taking courses online or through the Mississippi Virtual Community College (MSVCC) may not be located in the state of Mississippi (such as military personnel). In special cases, where distance prohibits a Hinds CC student to come physically into a Hinds CC or other Mississippi Community College library, the material may be checked out to the student and mailed to them with the return postage provided. Students will have to verify that they are currently enrolled by emailing a picture of their ID. Library staff must be able to verify that the student is currently enrolled using Colleague or WorkDay.


2.2 Hinds Community College Faculty and Staff
Faculty and full-time staff, including Hinds online, dual credit and dual enrollment faculty, may check out regular books for a semester. If the faculty or staff person does not already have a record in Workflows, the employee must present a current Hinds CC staff ID card or otherwise verify their employment before a record is created in Workflows as a faculty/staff member.
Students who work as student workers on campus are not considered staff even though they may be listed in Workflows as staff. These records should be modified at the time of checkout to reflect “student” and not “staff.”


2.3 Hinds Community College Departments
Items cannot be checked out to a department but must be checked out to an individual in that department who takes responsibility for the item(s) for the semester. In the past, departments were allowed to check out items for a school year, but these items did not always come back at the end of the term, due either to loss or misplacement. Consequently, someone in the department must take personal responsibility for the item.


2.4 Mississippi Virtual Community College
Students enrolled in any coursework offered by the Mississippi Virtual Community College (MSVCC) are permitted to check books out of a Hinds CC library via Inter-Library Loan through a consortia arrangement between Mississippi Community College (MS CC) libraries. The library material is requested by the student through their CC library and sent to that library where the student can check out the materials using their college ID. This allows the library to place a hold or restriction on the student should the item not be returned.
The same rules for students also apply to faculty members of MSVCC.

2.5 Mississippi Library Partnership
In April 2019, Hinds Community College Libraries joined the Mississippi Library Partnership (MLP), a consortium of libraries that share resources and an integrated library system (ILS). Participation expands resource access for all Hinds CC faculty, staff, and students to the member libraries that share resources via a weekly courier. Over sixty libraries and systems are included in the partnership, including Mississippi State University (MSU) and Mississippi University for Women (MUW). As members of the MLP, each library adds its bibliographic and patron databases to the ILS housed at MSU, and uses this system for its circulation, online catalog, acquisitions, and serials. In addition to increasing the share of available resources, Hinds CC saves on the costs of automation and technical expertise.
MLP patrons, including Hinds CC patrons, may request books via their library holds system. Checkout limits and other rules of the lending library apply. A courier from MSU comes to Hinds CC each Monday to pick up and drop off books.


2.6 Community Users
Community users are members of the local community of the Hinds Community College and surrounding area. This also includes our retirees and alumni. Students from other colleges are NOT considered community users.

Privileges – Books Community users are welcome to use library materials in the library at any time. A record must be made for them in Workflows, and the user must show identification.
Community users may check out two books at a time for two weeks. They will need to show identification, such as a driver's license or a picture ID card, each time they check out materials.
Staff, after verifying the person’s identification, will create a User Account using the Community User Registration Form and in Sirsi Workflows under Circulation>Users>User Registration. The completed form should be sent to the Circulation Librarian in Raymond.
Be sure to include contact information such as a phone number and/or email address.

Privileges -- Computers Community users may use the library computers, but a staff member must log them on as a guest. Guest passwords are issued by IT and kept in a private secure place at the Circulation desk. Community members may instead use their own device and access the internet using the Hinds CC public WIFI connection.
In order to print, community members may use WEPA’s guest option, or they will have to set up an account on the WEPA webpage and then add money to their account. To print with WEPA, community users will need to use a credit or debit card.

Restrictions -- Books
Items not checked out to community users include:

 Books on topics used heavily by the college's students.
 Study guides such as those for the ACT, GRE, etc.
 Books on reserve.

Restrictions – College Students from Other Colleges do not have Privileges
Students from other colleges may not directly check out books but may use the interlibrary loan available at their college's library to request books from us.

Restrictions – Interlibrary Loan Privileges Denied
Community users are not allowed to request Interlibrary loans. They will need to go to their public library for this service. Community Users are not granted Interlibrary loan privileges because we have no assurance that the books will be returned to us (there have been difficulties with borrowing from the Library Commission in the past when a book was not returned by the community patron. Our library had to replace the item.) Therefore, the policy is not to permit interlibrary loans by community users. Please encourage the patron to use the public library for this service
